In most jurisdictions yes, with a caveat: the law doesn't care that it's crypto, it cares whether the three lottery elements (prize, chance, consideration) are present. Paying in USDC counts as consideration the same way paying in USD does. That means any Meet Your Fan sweepstakes still needs AMOE to avoid being an illegal lottery.
Jurisdiction-specific notes:
- US: crypto is legal for sweepstakes entries in all 50 states. State registration thresholds apply to the dollar-equivalent value at the time of the campaign.
- EU: MiCA (Regulation (EU) 2023/1114) governs crypto-asset issuance but doesn't block crypto-paid sweepstakes. The AMOE rule still applies.
- UK: the Gambling Act doesn't exempt crypto. Treat as you would fiat.
- Canada: skill-test conversion still required.
- Sanctioned countries: OFAC-listed jurisdictions are geoblocked at the platform level.
