In most places, no. A lottery has three elements: prize, chance, consideration. If all three are present and the operator is a private business, the promotion is generally an illegal lottery — even if everyone involved is acting in good faith.
Every Meet Your Fan sweepstakes removes the "consideration" leg by offering AMOE. That's why, in most jurisdictions, AMOE is mandatory, not optional: it's the legal mechanism that converts what would be a lottery into a lawful sweepstakes.
This is also why the "buy entries with USDC" flow doesn't make Meet Your Fan illegal. Paid entries are fine as long as a no-cost entry path exists and is treated equivalently.
